The video below is in Armenian.
In it, I discuss serious mistakes made by a limited number of senior decision-makers across different periods of Armenia’s recent history. The focus is on failures in preparedness, weak assessment of threats, and poor strategic planning. Responsibility is not placed on the Armenian people, public servants, or members of the armed forces. It lies with a small number of individuals at the highest decision-making level who alone had the authority to make critical choices.
Foreign policy and national security are highly delicate and complex matters. It is neither reasonable nor fair to blame ordinary people or expect them to provide solutions. These responsibilities belong to elected leaders and qualified experts, whose duty is to act with foresight, competence, and accountability.
The video also addresses the tragic events of October 27, 1999, in the Armenian Parliament, and explains their long-term impact on Armenia’s political system and state stability.
I honor the great sacrifice made by thousands of young Armenian soldiers during the war. Their sacrifice was not in vain and was made for a just and meaningful cause—one that still needs to be fully understood and respected. At the same time, I stress that sending unprepared people into battle is unacceptable and reflects failures of leadership and decision-making, not of those who served.
Despite changes in leadership over time, some harmful patterns have continued. These outcomes should not be blamed on many, but on the few who were entrusted with responsibility and had the power to make the right decisions. The video concludes with practical proposals aimed at correcting past mistakes and preventing further losses.
